Property taxes in Biloxi are billed and collected by Harrison County. Three bodies set the rates on a Biloxi tax bill: the Biloxi City Council for the city and the Biloxi Public School District, and the Harrison County Board of Supervisors for the county. The Tax Assessor values your property; the Tax Collector sends the bill and takes the payment.

How your bill is figured

Mississippi assesses property at a share of its true value. The Department of Revenue sets the classes:

  • Single-family home you own and live in: 10% of true value
  • Other real property, such as rentals, land and commercial buildings: 15%
  • Business personal property: 15%
  • Motor vehicles: 30%

One mill is $1 for every $1,000 of assessed value. The state’s own example: a $100,000 home assessed at 10% has an assessed value of $10,000; at 125 mills, the tax is $1,250 before any homestead exemption. The Tax Assessor must revalue real property at least once every four years.

Homestead exemption

The homestead exemption lowers the tax on your main home. Apply at the Harrison County Tax Assessor’s office between Jan. 1 and April 1. You must own and live in the home on Jan. 1, and the deed must be filed with the Chancery Clerk before Jan. 7.

  • Regular exemption: a credit of up to $300 against the tax on the home.
  • Age 65 or older, or totally disabled: no tax on the first $7,500 of assessed value.
  • Total exemption: veterans with a service-connected total disability, honorably discharged veterans age 90 or older, and certain surviving spouses.

Bring Social Security numbers and dates of birth for every applicant, the purchase price, the down payment, the closing statement and the tag numbers of every vehicle you own. Once approved, the exemption renews each year unless something changes, such as a marriage, divorce, death, deed change or turning 65. You must keep Mississippi car tags and file Mississippi income tax to keep it.

How to appeal

If you think your property value is wrong, talk to the Tax Assessor’s office first. To appeal formally, ask for a hearing before the Harrison County Board of Supervisors. The Department of Revenue says an appeal normally must be filed by the first Monday in August before the taxes are due; the Chancery Clerk’s office handles the paperwork.

What this means for you

  • Bills arrive in December and are due Feb. 1.
  • New homeowners: file for homestead between Jan. 1 and April 1.
  • Value questions go to the Tax Assessor; bill questions to the Tax Collector.
