Biloxi’s road work comes from two places. The Mississippi Department of Transportation (MDOT) runs the interstates and state highways: I-10, I-110, U.S. 90 (Beach Boulevard) and Mississippi 67. The City of Biloxi runs city streets such as Pass Road, Popp’s Ferry Road and Howard Avenue, and its long-running Restore Biloxi program is rebuilding water, sewer and drainage lines under many neighborhood streets.

City projects under construction
From the Engineering Department’s weekly update dated Sept. 28, 2026:
- Popp’s Ferry Road extension: the new road carrying Popp’s Ferry Road south from Pass Road to U.S. 90. Necaise Bros. holds the $20.8 million contract, with notice to proceed given Nov. 25, 2024. Road base north of the railroad tracks is underway, and the work was 60% complete at the end of August.
- East Biloxi Access Road, Phase III: JE Talley has started demolition work.
- Keegan Bayou restoration: JE Borries Inc., $698,000, 60% complete.
- Repair and replace program, 2025 to 2028: under construction.
- Bay Vista water line replacement: complete.
Coming up
- Popp’s Ferry Bridge draw replacement: Neel-Schaffer is designing it, under a $506,000 contract.
- Howard Creek bridge on Old Highway 67, just east of the Hudson Krohn and Cedar Lake intersection: the city received $1.6 million in state aid to replace it.
- Belle La Vie Parkway: right of way is being flagged, and the city is working on the wetlands permit.
- White Avenue outfalls: design firm Brown, Mitchell and Alexander has been selected.
Utility work in the right of way
The same report lists private utility crews working in city streets:
- AT&T on Atkinson Road, Jordan, Saylor, Melissa and Linda drives (starting the week of Sept. 28), and on Oak Street, Bayview, Sixth Street and Esters Boulevard.
- C Spire repairing damage at Division and New streets.
- Wires moving to new poles on Howard Avenue from I-110 to Porter Avenue, with two or three poles left near Benachi Avenue.
Restore Biloxi: what to expect on your street
Restore Biloxi replaces water, sewer and storm drain lines and then repaves. The city says:
- Planned water shutoffs should come with at least 72 hours’ notice.
- Residents, city services and emergency vehicles keep access throughout.
- Crews often work one side of a street, cover it and come back later, because water and sewer lines must be kept apart and access must stay open.
- Damaged driveways and sidewalks are repaired, and disturbed grass is reseeded. Shrubs in the city’s easement are set aside; replanting them is the homeowner’s job.
The latest progress maps (PDF) are from July 2026.
State highways and interstates
MDOT announces lane closures on its news page. As of Oct. 12, its recent advisories for the coast were about Hurricane Isaias, which led MDOT to close drawbridges to marine traffic on Oct. 9, and Cruisin’ the Coast event closures. No MDOT closure inside Biloxi was posted. Check MDOTtraffic.com before you drive I-10, I-110 or U.S. 90.
