How to register

  • In person: at the Circuit Clerk’s office, including the Biloxi office at Dr. Martin Luther King Jr. Boulevard and Lameuse Street, or at the Biloxi municipal clerk’s office.
  • By mail: print the application on the county’s voter registration page, sign it and mail it to P.O. Box 998, Gulfport, MS 39502.
  • At the driver’s license office, when you apply for or renew a license, and at many state and federal agencies.

You must be 18 by the general election. To vote in a city election, the city says you must have lived in your ward for at least 30 days before the election. If you moved or changed your name, update your registration with the Circuit Clerk. Check your status with the state’s voter registration lookup.

Where to vote

You vote at the polling place for your precinct. Find it with the county’s Where Do I Vote tool, the complete list of precincts (PDF), or My Election Day. Biloxi city elections use the city’s seven wards; the city posts a ward and polling place map (PDF).

Early voting and absentee voting

Mississippi has no open early voting. Voters who qualify can vote absentee, in person at the Circuit Clerk’s office before the election or by mail. Harrison County’s absentee voting page says eligible voters include anyone who:

  • Is 65 or older
  • Has a temporary or permanent physical disability
  • Will be away from Harrison County on Election Day
  • Must work more than 50 miles from the county on Election Day, or works in interstate transportation
  • Is a member of the armed forces, the Merchant Marine or the American Red Cross, or lives outside the United States
  • Is staying with a hospitalized spouse, parent or dependent 50 miles or more from the county

The county advises contacting the Circuit Clerk at least 45 days before an election if you know you will vote absentee. For mailed ballots, the city’s 2025 election calendar shows ballots had to be postmarked by Election Day and received by 5 p.m. one week later. Military and overseas voters have their own rules on the state’s military and overseas voter page.

Voter ID

Mississippi requires voters to show photo identification. The Secretary of State’s Voter ID page lists the accepted forms of ID.

Primaries and runoffs

A voter may vote in either party’s primary, but not in a different party’s runoff. If no candidate gets a majority in a primary, the top two meet in a runoff. In the general election, most offices go to the top vote-getter; nonpartisan offices such as most judges need a majority or go to a runoff.
