Woolmarket is the big, mostly rural north end of Biloxi, north of the rivers that feed the Back Bay. The City of Biloxi’s comprehensive plan, adopted in December 2009, treats it as one of four neighborhood planning areas and calls its land use “generally rural with a mix of single-family residential, mobile homes, undeveloped open space, and local-serving businesses.” OpenStreetMap marks the place as Wool Market. In a March 2019 notice, the city said Woolmarket had been part of Biloxi for 20 years.

Where it is
The plan’s planning area map puts Woolmarket north of I-10 across most of the city’s width, plus land south of I-10 between the Biloxi River and the Tchoutacabouffa River. It says the two rivers partly define its boundaries, and that land in the north is mostly farms and forest at the edge of the DeSoto National Forest. Main roads are I-10, Highway 67 with its interchange, Woolmarket Road across the middle, Lorraine Road, Shorecrest Road, Old Highway 67, Highway 15 and Cedar Lake Road, which leads south to North Biloxi. It is in ZIP code 39532; a sliver on the east side is in D’Iberville’s 39540.
Homes, water and sewer
The plan says Woolmarket’s main housing is single-family homes on large lots, with scattered pockets of mobile homes, and that it has more open land outside flood zones than the rest of Biloxi. In 2009, homes south of I-10 had public water and sewer while most north of I-10 relied on private wells and septic systems. The city’s March 2019 notice said water and sewer service had reached 1,800 of the 3,100 landowners in Woolmarket, after lines reached the Woolmarket Plantation and Larkin subdivisions. Ask the city about service to a specific lot. Low land along the rivers flooded in Hurricane Katrina, the plan says; check FEMA’s flood map and our building permits and zoning guide.
Schools
The Census Bureau’s school district map puts nearly all of Woolmarket in the Harrison County School District. The district’s 2022 zone maps split it among three elementary zones, and every one of them feeds D’Iberville High. Check an address on the county’s school zone lookup. Grades are from the state’s 2025-26 report card:
| School | Zone | Grades | State grade, 2025-26 |
|---|---|---|---|
| Woolmarket Elementary, 12513 John Lee Road | South and west | K-6 | B |
| North Woolmarket Elementary and Middle, 16237 Old Woolmarket Road | Northwest; also grades 7-8 for the Woolmarket Elementary zone | K-8 | A |
| Creekbend Elementary and Middle, 16121 Highway 15 | East | K-8 | A |
| D’Iberville High, 15625 Lamey Bridge Road | All of Woolmarket | 9-12 | A |
Grade spans are from the federal NCES school directory. The Harrison County School District rated A for 2025-26. The state says this year’s grades used the higher of the 2025-26 or 2024-25 English results because of a writing field test. A few streets at Woolmarket’s southern edge are in the Biloxi Public School District; see our schools guide.
Taxes
Because most of Woolmarket is outside the Biloxi school district, the school levy on a Woolmarket tax bill is generally Harrison County’s, not Biloxi’s. The Mississippi Department of Revenue’s millage schedules list Harrison County Schools at 48.55 mills and the Biloxi School District at 44.25 mills for 2024-2025. Your bill from the Harrison County Tax Collector shows the exact levies; see our property tax guide.
