Downtown Biloxi is the old center of the city on the south side of the peninsula, between the lighthouse and the casinos and the streets around Howard Avenue. The city’s comprehensive plan, adopted by the City Council in December 2009, calls it “Biloxi’s traditional activity center.” It is a mix of historic commercial blocks, cottages, empty lots left after Hurricane Katrina and two casino resorts on the beach.

Where it is
The comprehensive plan defines downtown three ways. The Downtown Planning Area, the one the plan uses, is bounded by Hopkins Boulevard on the west, Esters Boulevard on the north, Dukate Street on the east and the Mississippi Sound on the south. It takes in the Beau Rivage and Hard Rock casinos on the south side of U.S. 90.
The Downtown Historic District, what most people picture as downtown, is smaller: Caillavet Street and I-110 on the west, Dr. Martin Luther King Jr. Boulevard on the north, Main Street on the east and U.S. 90 on the south. The plan says it is listed on the National Register of Historic Places and is one of the city’s five local historic overlay districts.
A wider Greater Downtown Planning Area runs from Porter Avenue to Lee Street and north along Caillavet Street to the Back Bay and the IP Casino. All of downtown is in ZIP code 39530 and inside the plan’s East Biloxi planning area; see our East Biloxi page.
Homes
The plan describes downtown as “a place of great contrasts,” where multistory casinos stand blocks from Mississippi cottages and new buildings sit beside lots damaged in the hurricane. Much of East Biloxi, it says, lies in the 100-year floodplain, which raises building and insurance costs. Look up a lot on FEMA’s flood map and read our building permits and zoning guide before you buy.
Schools
The Biloxi Public School District’s attendance zones map, last revised in 2011 and still the map the district links from its zones page, puts downtown in the Gorenflo Elementary zone. The upper grades are citywide. Grades are from the state’s 2025-26 report card:
| School | Grades | State grade, 2025-26 |
|---|---|---|
| Nichols Elementary, 590 Division St. | Pre-K and K | B |
| Gorenflo Elementary, 771 Elder St. | 1-4 | B |
| Biloxi Upper Elementary, 1424 Father Ryan Ave. | 5-6 | B |
| Biloxi Junior High, 1921 Tribe Drive | 7-8 | A |
| Biloxi High School, 1845 Tribe Drive | 9-12 | B |
Grade spans are from the federal NCES school directory. The district rated A for 2025-26. The state says this year’s grades used the higher of the 2025-26 or 2024-25 English results because of a writing field test. Confirm an address with the district; see our schools guide.
Home values
Zillow does not publish a figure for downtown alone. Its index for ZIP code 39530 was $159,759 in September 2026, up 0.79% from $158,506 in September 2025, according to the Zillow Home Value Index. The figure for the city of Biloxi was $241,021. The index is a modeled typical value for homes in the middle of the market, not a sale price. More in our home prices guide.

Getting around
- I-110: exit 1A/1B at U.S. 90 is on the west edge of downtown, and exit 1C at Division Street is just north, per OpenStreetMap. I-110 runs north over the Back Bay to I-10.
- Gulfport-Biloxi International Airport: about 14 miles by road, measured on the OpenStreetMap road network. That is a distance, not a drive time.
- Buses: the Coast Transit Authority’s Beachcomber (Route 1) runs along Beach Boulevard, and the Casino Hopper (Route 2) serves U.S. 90, Caillavet Street and Bayview Avenue every 25 minutes, seven days a week.

From OpenStreetMap:
