East Biloxi is the oldest part of the city: the eastern half of the peninsula, where the first European settlers landed and where Biloxi grew for the next three centuries. The City of Biloxi’s comprehensive plan, adopted in December 2009, divides the city into four neighborhood planning areas, and East Biloxi is the one the plan says was “most damaged by Hurricane Katrina.” Downtown and Point Cadet lie inside it and have their own pages: downtown and Point Cadet.

Where it is
The plan’s planning area map puts East Biloxi on the peninsula between the Back Bay of Biloxi and the Mississippi Sound, from Keesler Air Force Base, which “abuts East Biloxi to the west,” to Point Cadet at the eastern tip. Main east-west streets are U.S. 90 (Beach Boulevard), Howard Avenue, Division Street and Bayview Avenue; north-south routes are I-110, Caillavet Street, Main Street and Oak Street. A CSX rail line crosses it east to west. It is almost all in ZIP code 39530.
The plan names five local historic overlay districts in East Biloxi: West Beach, West Central, Downtown, East Central and Point Cadet. West Beach, West Central and Downtown are also on the National Register of Historic Places.
Homes and flood risk
The plan describes mainly single-family homes in the interior of the peninsula, with stores and offices along Caillavet Street, Howard Avenue, Oak Street and Division Street, and casinos, hotels and seafood businesses on the waterfront. It found a large share of vacant land and buildings after the hurricane, mostly east of I-110.
It also says most of East Biloxi lies in the 100-year floodplain, much of it seven feet or more below the base flood elevation on FEMA’s revised maps, and that floodplain building rules and the cost of insurance slowed rebuilding. Check a lot on FEMA’s flood map and read our building permits and zoning guide.
Schools
The Biloxi Public School District’s attendance zones map, last revised in 2011 and linked from the district’s zones page, puts most of East Biloxi in the Gorenflo Elementary zone. Blocks at the west end, between Keesler and roughly Porter Avenue, are in the Back Bay Elementary zone; the map labels that school by its former name, Jeff Davis Elementary. If you are near the line, ask the district. Grades are from the state’s 2025-26 report card:
| School | Grades | State grade, 2025-26 |
|---|---|---|
| Nichols Elementary, 590 Division St. | Pre-K and K | B |
| Gorenflo Elementary, 771 Elder St. | 1-4 | B |
| Back Bay Elementary, 340 St. Mary Blvd. (west end) | K-4 | A |
| Biloxi Upper Elementary, 1424 Father Ryan Ave. | 5-6 | B |
| Biloxi Junior High, 1921 Tribe Drive | 7-8 | A |
| Biloxi High School, 1845 Tribe Drive | 9-12 | B |
Grade spans are from the federal NCES school directory. Nichols, Gorenflo and Biloxi Upper are inside East Biloxi. The state says 2025-26 grades used the higher of the 2025-26 or 2024-25 English results because of a writing field test. More in our schools guide.
Home values
Zillow does not split Biloxi by neighborhood. Its index for ZIP code 39530 was $159,759 in September 2026, up 0.79% from $158,506 in September 2025, according to the Zillow Home Value Index. That is the lowest of Biloxi’s three ZIP codes in Zillow’s file; the city figure was $241,021. The index is a modeled typical value for homes in the middle of the market, not a sale price. Parks and trails
From the city’s parks page, the plan and OpenStreetMap:
- I-110 Parkway walking track, I-110 and Bayview Avenue: a lighted walking track and basketball courts under the interstate
- John Henry Beck Park, D’Anella Park and Clay Point Park, city parks north and east of downtown
- Point Cadet Plaza and Splash Pad, 120 Cadet St.
- Biloxi Town Green, Beach Boulevard between Lameuse and Main streets
- The Sand Beach Trail along U.S. 90 and the walking path on the Biloxi Bay Bridge
More in parks and trails.
Getting around
- I-110: exit 1C (Division Street) and exit 1D (Bayview Avenue) serve the middle of East Biloxi, and exit 1A/1B meets U.S. 90, per OpenStreetMap. The plan notes I-110 is the only route north off the peninsula from East Biloxi.
- Downtown Biloxi: about a mile by road from the middle of East Biloxi.
- Gulfport-Biloxi International Airport: about 19 miles by the route the OpenStreetMap road network picks, by I-110 and I-10; U.S. 90 along the beach is about 14 miles from downtown. These are distances, not drive times.
- Buses: the Coast Transit Authority’s Casino Hopper (Route 2) serves U.S. 90, Caillavet Street and Bayview Avenue; the Beachcomber (Route 1) runs along the beach; and Route 4 connects to the IP Casino and D’Iberville’s Promenade.
Groceries and everyday stores
From OpenStreetMap:
- Lee’s Supermarket, 913 Division St.
OpenStreetMap lists no pharmacy in East Biloxi; the nearest in its data are in D’Iberville, north across the Back Bay on I-110.
