Breakfast in Biloxi clusters downtown on Howard Avenue, along Beach Boulevard and Pass Road in west Biloxi, and on Cedar Lake Road north of the Back Bay, with one coffee shop out in Woolmarket. Five places on this list never close: IHOP and four Waffle Houses.

How we made this list. The places come from OpenStreetMap records inside the city limits, which also feed our local directory, checked against each place’s own website on 2026-10-16. Because the map data for Biloxi is thin, we added places from the Mississippi State Department of Health’s food facility search, which lists permitted bakeries, coffee shops and restaurants with a Biloxi address. A place with no website of its own is listed only if it holds a current state food permit, and we say “no website” instead of guessing at its hours. Coffee counters inside casinos and on Keesler Air Force Base are not listed. The list is alphabetical; it is not a ranking or a recommendation, and nobody paid to be on it. 7 Brew, 2366 Pass Road, is a drive-thru coffee stand. Its location page lists coffee, energy drinks, teas and smoothies, and late hours for a coffee stop.

Brick & Spoon, 140 Eisenhower Drive, is part of a brunch restaurant chain. Its Biloxi page lists 7 a.m. to 2 p.m. every day, and the restaurant’s state permits include a bar.

Coastal Cup Coffee, 526 Division St., is a coffee shop in east Biloxi. It has no website we could find; its current state permit, as a bakery and coffee shop, confirms the address and phone.

Finch Coffee Co., 8244 Woolmarket Road, began as a mobile coffee trailer before opening its first shop in Woolmarket, its site says. The owners describe it as a community coffee shop shaped by their faith. It is closed Sundays.

The Grind Coffee & Nosh, 934 Cedar Lake Road, is a coffee shop in north Biloxi. It has no website we could find; its current state food permit confirms the address and phone.

IHOP, 2680 Beach Blvd., near Edgewater Mall, serves pancakes and a full breakfast, lunch and dinner menu around the clock, according to its location page.

Le Bakery, 280 Oak St., is a bakery and cafe in east Biloxi; the state permits it as both. It has no website we could find. It is also on our bakeries list.

Shipley Do-Nuts, 896 Vee St., sells donuts and kolaches, with pickup and delivery listed on its location page. Closing times move later toward the weekend.

Starbucks has two stand-alone Biloxi stores, at Popps Ferry and Pass roads and at U.S. 90 and Eisenhower Drive. The chain’s store finder also lists counters inside Harrah’s Gulf Coast and the Golden Nugget.

Tiger Paw Cafe, 921 Cedar Lake Road, Unit I, is a cafe in a Cedar Lake Road shopping center. It has no website we could find; its current state permit confirms the address and phone.

The Toasted Yolk Cafe, 906 Howard Ave., is a scratch-kitchen breakfast and brunch spot downtown. Its Biloxi page lists shrimp and grits, omelets, fresh donuts, a Bloody Mary bar, mimosas, a full bar and a patio.

Waffle House lists four Biloxi restaurants that are open 24 hours: Reynoir Street downtown, two on Beach Boulevard in west Biloxi and one on Cedar Lake Road.
